According to the IRIB News Agency, Mousa al-Reza Hajibaglou, head of the Supreme Council of Provinces, said: over the past two years, by strengthening its role in pursuing the demands of the people of cities and villages and playing a more effective part in its engagement with the Islamic Consultative Assembly, the government, and supervisory and security bodies, this council has consolidated its legal standing more than before and has become a national capacity in the country's decision-making and legislative processes.
According to IRIB News, quoting the information portal of the Supreme Council of Provinces, Mousa al-Reza Hajibaglou, head of the Supreme Council of Provinces, while honouring the memory of the martyrs and offering condolences on the anniversary of the martyrdom of Hazrat Fatimah al-Zahra (peace be upon her), stated: Revisiting the life and struggles of this noble lady, especially in today's conditions of society, is more necessary than ever, because knowing the dimensions of her personality can serve as a guiding light for chaste living and adherence to religious and revolutionary values.
Emphasising the need for urban management to attend to citizens' livelihoods under conditions of economic war, he stated: One of the important issues that today must receive the serious attention of all of us, as the people's representatives in cities and villages, is striving to improve citizens' livelihoods — an issue that must be pursued in proportion to the resources, capacities and duties envisaged in the law.
Hajibaglou added: At a time when people are facing economic pressures and livelihood difficulties, urban management also has a duty to play its part in reducing people's problems through precise decision-making, correct prioritisation of resources and avoiding unnecessary expenses.
The head of the Supreme Council of Provinces continued: With this same outlook, in the year 1403 (2024/25), from the platform of the Supreme Council of Provinces, we corresponded with municipalities across the country, and in that correspondence it was emphasised that issues such as people's livelihoods, creating hope, resolving the problems of municipal employees and strengthening social vitality must, in view of the conditions ahead, be placed among the principal headings of municipal budgeting.
He noted: These emphases were raised at the time of drafting the 1404 (2025/26) budget, so that urban management would, from the planning stage itself, give priority to people's real needs. Moreover, given the financial constraints and the country's particular economic conditions, we stressed the need to avoid defining large, costly mega-projects that require heavy financial resources and might, due to lack of funding, remain half-finished and ultimately impose additional costs on the city and its citizens.
Referring to the implementation of the 'Zero Inflation' plan in Tehran Municipality, Hajibaglou said: This step falls within the same approach that we emphasised two years ago — namely, attending to people's livelihoods, controlling costs, and using the capacities of urban management to reduce the economic pressure on citizens.
Hajibaglou added: These experiences must be an opportunity to review management methods, identify executive obstacles, and move towards decisions whose tangible effects are visible in citizens' everyday lives.
In another part of his remarks, Hajibaglou referred to the standing of the Supreme Council of Provinces and said: We welcome the increased sensitivity and attention towards the standing of this council, and I believe this attention stems from the greater dynamism and role-playing of this national council over the past two years.
He stated: During this period, the Supreme Council of Provinces has striven to properly establish its legal standing and to become an effective capacity for pursuing local management issues and the demands of the people of the country's cities and villages. Naturally, the more active a role this council plays in resolving public issues and in decision-making and legislative processes, the more attention and sensitivity towards its performance will increase as well.
The head of the Supreme Council of Provinces noted: Today, in its engagement with the Islamic Consultative Assembly, the government, and supervisory and security bodies, the Supreme Council of Provinces has found a more defined standing, and its legal capacities have received more attention than before.
Saying that the country's conditions today are special and require a shared understanding of responsibilities, Hajibaglou said: Just as the martyred Imam of the Revolution and the Supreme Leader of the Revolution have emphasised the necessity of preserving unity and cohesion, passing through the difficulties ahead will only be possible with empathy, synergy, and avoiding corrosive disagreements.
He added: On this path, it is the duty of all of us to move forward while preserving unity, strengthening public trust, focusing on solving people's real problems, and preferring national interests over individual and group disagreements, and to place all our managerial and legal capacities in the service of the people and the country's progress.
