According to KhabarOnline, Abdolmotahhar Mohammadkhani, Tehran Municipality's spokesperson, in a conversation with Mehr, referring to the necessity of adopting a special formation in war conditions in all executive bodies, stated: In conditions where at every moment the possibility of the enemy's renewed aggression on our soil and land exists, the urban management has tried, by mobilizing all facilities and capacities, to upgrade the level of service provision to citizens and not allow war conditions to affect people's everyday life more than before.

He added: All the motivation of my colleagues at Tehran Municipality these days is neutralizing the various dimensions of the economic war and reducing the pressures that these conditions impose on the people. Everyone at Tehran Municipality is determined to bring all their power to the field for passing through the war conditions. Tehran must not, as Trump wishes, have a war-torn face. Preserving the normal flow of life in the city and the continuity of service provision to the people is part of the urban management's responsibility in such conditions.

Making the Metro and BRT Free; a Measure to Strengthen Social Resilience

Tehran Municipality's spokesperson considered the making-free of mass public transport, including the metro and rapid buses, in the middle of the war to be among the urban management's important measures for promoting social resilience, and said: This decision faced the support and welcome of a number of officials, figures of the country and parts of the government; because in war conditions, reducing people's everyday costs and facilitating their access to public services acquires double importance.

He, emphasizing that the urban management in special conditions must be able to decide in proportion to the needs of the people, stated: A war formation is not merely in the meaning of readiness against military threats; rather it is also in the meaning of coordination of bodies, maximum use of capacities and preventing the imposition of unnecessary pressures on the people.

Reconstruction of Damaged Houses; from Emergency Housing to People's Return to Normal Life

Mohammadkhani cited the emergency housing of the war-damaged and the pursuit of free repair and restoration of damaged houses as other measures of the urban management, and added: In facing the damages arising from the war, the matter is not only handling the damaged buildings; families who have lost their house or do not have the possibility of residing in it must return to safe and stable conditions as soon as possible. For this reason, Tehran Municipality has tried, alongside urgent measures for housing citizens, to also pursue the matter of repair, restoration and reconstruction of damaged residential units.

He, referring to the necessity of cooperation of the responsible bodies in this field, said: The reconstruction of people's houses is not a matter that can be tied to disputes and administrative comings and goings. The more the coordination between executive bodies is, the process of handling the files and the return of families to their houses will also proceed with more speed. In such conditions, all existing capacities must be used for solving the problem, and people must not be allowed to become involved in inter-body differences of opinion.

In War Conditions, Disputes Must Not Become the Main Matter

Tehran Municipality's spokesperson, referring to the necessity of avoiding margin-making in the country's sensitive conditions, said: Today is not the time for internal differences of opinion to become the main matter. There may be different viewpoints about an executive decision, the manner of implementing a plan or the prioritization of measures; but what is important is that disputes must not become a hindrance to service provision to the people and solving citizens' problems.

Mohammadkhani continued: Now is not the time to fight. Raising marginal matters in conditions where the enemy threatens our country is not a sign of wisdom. We all have the responsibility, instead of fanning disputes, to help solve people's matters. Criticism and demanding have their own place, but these matters must not be allowed to become a factor for weakening the coordination between the responsible bodies.

He, in this regard, asked the members of Tehran's Islamic City Council to have more accompaniment with the city's executive complex in the current special conditions, and added: I invite all dear ones, especially my good colleagues at Tehran's Islamic City Council, to, in acting on the guidelines of the Leader of the Revolution, be alongside the urban executive body. There where His Eminence emphasized: 'Do not make criticisms — even if in place — a handhold for division and dispute.

Mohammadkhani emphasized: Today, more than any other time, we need empathy, coordination and focus on the country's main matters. Tehran Municipality also tries, by using all its capacities, to continue urban services, reduce the pressures arising from the war for citizens, and provide the ground for the return of the damaged to normal life as soon as possible.
