According to ILNA's economic reporter, Mohammad Reza Rezaei Kouchi, the head of the Civil Commission of the Islamic Consultative Assembly, at the unveiling ceremony of the "Sakhtar" system at the Housing Foundation of the Islamic Revolution, stated: today at the Housing Foundation, one of the important orders of the Seventh Development Plan has been attended to, and the Housing Foundation, as one of the leading bodies in presenting services to the villagers, has taken an effective action in this field.

He, pointing to the process of migration from the villages to the cities, added: today we are facing the migration of the villagers to the cities and multiple factors are influential in this process. At present, only about 25 percent of the country's population lives in the villages and 75 percent in the cities, a situation which shows that we have faced challenges in presenting the services needed by the villagers.

Rezaei Kouchi continued: alongside employment and livelihood, one of the essential issues of the villagers is providing land and housing. The absence of sufficient transparency in the rural Hadi plans and the presence of the brokers and intermediaries has caused an increase in the price of land and housing and, as a result, many villagers, even in their own place of residence, are facing a problem in providing suitable housing.

The head of the Parliament's Civil Commission, emphasizing the necessity of creating unified management in the villages, stated: multiple bodies have responsibility in the villages, but sometimes their activity is parallel to each other and in some cases is also accompanied by conflict. This situation, alongside the economic and livelihood problems, has made the persistence of the villagers face difficulty.

He added: a villager who can help the country's economy with productive activity and entrepreneurship may, in case of migration to the city, be turned into a consumer or service force. This displacement can create multiple cultural, social and economic challenges for the country.

Rezaei Kouchi, pointing to the launch of the "Sakhtar" system at the Housing Foundation, stated: today the Housing Foundation, as a body that feels responsibility toward the villagers' issues, has used a technological capacity for organizing the information of rural land and housing.

He added: this system, with a specialized approach, addresses the subject of land and housing in the villages and provides the possibility of access to the information related to the land, its usage, being placed in the boundary of the village, and even the development perspective of the rural boundaries and the attachable lands.

The head of the Parliament's Civil Commission continued: today in about 40 thousand villages with more than 20 households, providing housing is one of the important issues and in many cases, the brokers and intermediaries, by using the absence of transparency in the assignment and provision of land, make the conditions difficult for buying land or changing its usage.

He stated: with the launch of this system, the individuals in different parts of the country can access the information related to the rural lands and become aware of the usage status, the land's being placed in the boundary of the village, and the probable capacities of attaching land to the rural boundary. This transparency can help decrease the people's problems in the process of providing land and housing.

Rezaei Kouchi, emphasizing the role of housing in the households' livelihood, said: a considerable part of the people's living expenses is allocated to housing and providing a home is one of the most important concerns of the households. Therefore, organizing the status of land and housing in the villages can be effective in strengthening the persistence of the rural population.

The head of the Parliament's Civil Commission also, pointing to the follow-ups of this commission in the field of housing for the low-income strata, stated: in the Civil Commission we have a special attention to the status of the villagers, as one of the low-income groups of the society, and the subject of their housing, whether in the field of bank facilities or in the field of providing land, is among the axes under follow-up.

He added: also the Sakhtar system can help in identifying the land capacities and improving the process of providing rural housing for more precise decision-making.
