The spokesperson of the Majlis Social Commission continued: In other words, it was approved in this session that overtime, non-duty teaching fees for teachers, and shift work be designated as items subject to retirement deductions. Also, monthly cash welfare payments, up to a ceiling of 50 percent and based on the salary coefficient of those covered by this law, will be subject to the provisions of the amendment to Article 106 of the Civil Service Law.
The representative of Kermanshah in the Majlis added: Under Note 2 of this law, employees covered by the Civil Service Law who, over past years, have not paid the deductions related to retirement items may pay the retirement deductions for their own share and the employer's share, based on the time of settlement and the date of deduction, choosing whichever years they wish and making them subject to deductions. In simpler terms, if government employees covered by the Civil Service Law have not previously paid the deductions for the covered items, they may take the necessary steps to pay the retirement deductions for their own share and the employer's share, based on the settlement time from the date of employment or recruitment until the date Note 1 of this article takes effect, for as many years as they wish.
According to the spokesperson of the Majlis Social Commission, the amendment to Article 106 of the Civil Service Management Law, which was approved today in the Majlis Social Commission, will — after being raised on the floor of the Islamic Consultative Assembly and approved there, and if ratified by the Guardian Council — enable current government employees to enjoy higher pay and benefits at retirement.
Ranjbar said: In fact, this worthy service is based on an experience in past years in which, unfortunately, because some items were not counted, they were not made subject to deductions and were not paid, and [employees] received lower pay and benefits at retirement. Based on this experience, with the approval of this law and the amendment being made, pensioners in future years will enjoy higher pay and benefits at retirement than in the past.
He added: Under the appended note to the amendment of this law, employees of executive bodies that have special employment regulations with an independent payment system may also, in compliance with their special employment and retirement laws and the regulations of the relevant pension fund, enjoy the benefits of this law like other bodies.
The process for paying the salaries and benefits of contracted employees will soon be communicated to executive bodies
The spokesperson of the Majlis Social Commission, describing the second part of the session, stated: In the continuation of today's commission session, held with the participation of the deputy of the country's Administrative and Recruitment Affairs Organization, a group of its managers, and the representative of the Plan and Budget Organization, it was announced that the process for paying the salaries and benefits of contracted employees will soon be communicated to the executive bodies. Under this process and directive, the salaries and benefits of contracted employees will be deposited on time, like those of government employees, and the deposit of legally approved deductions will also be made on time, like those of government employees, so that no disruption arises in the pay and benefits affairs or the retirement period of these employees.
Ranjbar continued: Under this directive and the communicated payment process, the 5,700 contracting companies that handle the affairs of contracted employees have been tasked and obliged, for the sake of order and organization in the payments and deductions of contracted employees, to send the payroll lists to the relevant bodies on time, and the relevant bodies, through the organization and the agent banks, will take the necessary steps on time, like for government employees, to pay and settle the status of the salary deductions of contracted employees.
The spokesperson of the Majlis Social Commission stressed: This measure is an effective step in bringing order to and organizing the plan for contracted personnel, and a prelude to the process of carrying out other affairs related to contracted employees.
