Young Journalists Club - Haji Deligani, criticizing the uncertainty in implementing the policies of increasing the medical capacity, stated: «When decision-making has been done for training doctors and the admission capacity has been determined, why every time it is time for implementation, the discussion of the infrastructure shortage and postponing the admission is raised again? If a real problem exists, there must be a plan to remove it; not that every year we tie the implementation of the decisions to a new haggling.»
He added: «The applicants and their families plan based on the announced rules and capacities. Changing the path after announcing the results or postponing the entry of those accepted to the future years is not just displacing a number in a table; it is connected with the educational future of the youth and the public trust in the official decisions. One cannot expect the people to adhere to the law and the approvals, but their implementation be postponed with every implementation obstacle.»
The Ministry of Health Must Publish Its Documents
This parliament's representative stated: «The Ministry of Health must announce transparently exactly what obstacles exist in the path of implementing the approvals. Which university faces a shortage of professor? How many educational beds do we lack? For compensating these shortages, how much credit is necessary and who is responsible for providing it?»
He continued: «If an infrastructure limitation exists, it must be investigated university by university and a specific solution presented for each problem. One cannot, by a general reference to the shortage of facilities, decide about the future of thousands of applicants. Any proposal for decreasing or postponing the capacity must have expert documents and a clear legal basis and its relation with the existing approvals must be explicitly explained.»
Why Is the Capacity of Azad University and Other Centers Not Used?
Haji Deligani, emphasizing the necessity of making use of all the capacities of the country for training doctors, said: «When the country is facing a growing need for medical services, why should we set aside the capacity of Azad University, the other universities and the revolutionary institutions without a precise investigation? It is not decided that the development of medical education be done without rules; but if a center, by providing a professor, an educational bed and the necessary standards, has the possibility of admitting students, the mechanism of using its capacity must be clear.»
If the Implementation of the Approval Is Stopped, Who Will Be Accountable for the People's Need?
This parliament's representative emphasized: «If it is to be that, despite the existing approvals, the principle of the medical capacity becomes the subject of dispute again every year, the parliament must use its supervisory tools to clarify the responsibility of the bodies. In the case of pursuing a decrease of capacity without presenting documents and a clear legal authorization, we will also pursue the subject of stabilizing the medical capacity through the path of legislation in the parliament.»
Haji Deligani, in the end, noted: «Our demand is clear: the official report of the implementation of the approvals be published, the real capacity of the universities be determined, the obstacles and the one responsible for removing each be announced, and a supervisory timetable be presented for the implementation of the decisions. If we have an infrastructure shortage, we must remove it; not that we take the cost of weak planning from the educational opportunity of the youth and the people's access to a doctor. The people have the right to know why a law that was approved to remove the country's need, at the implementation stage, faces a request for postponement, and who must be accountable for it.»
