Based on this resolution, the entry duties for imported gasoline and hybrid vehicles—with currency provision from any source—in the year 1405, as well as the import of cars from free zones to the mainland (pursuant to Articles 91 and 92 of this year's budget law implementation regulations)—with the exception of fully electric vehicles—have been set at a minimum of 100 percent.
The import entry duty for gasoline and hybrid cars entering free zones—excluding fully electric vehicles—has been set at 60 percent.
Funds generated from the increase in customs tariffs for car imports into free zones and special economic zones will be deposited into the Treasury General of the Country.
Furthermore, in order to preserve competition, the government has been mandated to allocate car import quotas and other commodity groups (as determined by the government) exclusively through the offering of import rights on the Iran Mercantile Exchange.
The revenue derived from the increase in car import entry duties, up to a ceiling of 150 trillion Tomans, will be allocated to funding the expansion of the electronic coupon credit subsidy.
In other clauses of this resolution, and with the aim of reconstructing areas damaged by the imposed war, the National Reconstruction Headquarters has been authorized—utilizing the capacity of existing funds within the Ministries of Industry, Mine and Trade, Communications and Information Technology, and Agricultural Jihad, and without the obligation to comply with the provisions of their respective statutes regarding expenditures—to procure and secure funding from various sources (including resources and balances of state-owned enterprise asset transfer funds and budget resource reallocations, both general and internal) and to approve the expenditure of said funds for reconstruction in the form of granting facilities and loan interest subsidies.
The Communications Regulatory Commission has also been instructed to amend the mechanism for receiving the government's revenue share regarding operator activity licenses in such a way that the said share is collected online from each user's bill payment, with up to 50 percent of it dedicated to reconstruction and compensation for war damages.
